The SIA Standard Form of Contract began life as a completely new contract drafted by one of the foremost authorities on the subject, the late I N Duncan Wallace QC. While a completely new standard form is understood to be under preparation, the Wallace Contract will continue to be one of the leading standard forms used by the industry in Singapore.

It is estimated that no less than half of the major building contracts in the country are still placed on the basis of this standard form. Furthermore, many of the approaches taken by Wallace have been imported into the other standard forms, testifying to the robust quality of the thinking displaced by Wallace when conceiving the first edition of this contract.

The materials for this book were developed from an accumulation of commentaries on this standard form by one of the frequently cited Singapore writers on the building contracts. Chow Kok Fong, the most recent of which consisted of a chapter in his two-volume work, Law & Practice of Construction Contract 4th Edition (2012). This commentary is based on the 9th Edition of the Standard Form. Given that no commentary on this standard form has been published for more than a decade, this book fills a critical gap in the literature on the subject. Besides commenting on the impact of a series of recent decisions on the provisions of the standard form, importantly, the author also considers the operation of the payment terms of the Standard Form in light of the Building and Construction Industry Security of Payment Act (Cap 30B 2006 Rev Ed).
